Lor Dev, 27, shot to death in car, Another Baltimore senseless Killing!!!

The 27-year-old Northeast Baltimore man found dead with a gunshot wound to his head has been identified as Devin Rankin, police said.

Officers were called at 1:20 p.m. on Thursday to the 4600 block of Mannasota Ave. in the Northeast Baltimore neighborhood of Frankford. When they arrived they found Rankin dead in a car stopped in a yard of a home on the street, which was less than two miles from his last known address in the 5200 block of Cedgate Road.

Rankin was also known in the city as a dirt bike rider who went by the moniker, "Lor Dev." His dirt bike exploits drew him thousands of followers on social media.

City Councilman Brandon Scott said he was driving home Thursday to let his dog out when he noticed the victim's car stopped in a yard of one of the homes on Mannasota Avenue. He said the killing, which happened a mile and a half from his house and just up Moravia Road from Furley Elementary School, was "all-around unfortunate."

"I grew up in Baltimore in the '90s," he said. "You understand that it happens, but you never accept it."

"When it happens in my district, in my neighborhood, I'm going to be a little more angry about it," he added.
